Theodore A. Brown, P.E. Division Chief

Mr. Brown was appointed to the Senior Executive Service in January 2009. Since September 2022, he serves as the Chief, Programs Integration Division. Mr. Brown has the principal responsibility for policy development, articulation and execution to U.S. Army Corps of Engineers

(USACE) divisions and districts for the development, defense and execution of the annual and supplemental Civil Works program across all accounts (Investigations, Construction, Operations and Maintenance) and business lines (Navigation, Flood Risk Management, Ecosystem Restoration and Hydropower). In executing these responsibilities for the Civil Works Program of over $90 billion, requires the integration and reconciliation of the policy perspectives of Planning, Engineering, Construction/Operations, Real Estate and Contracting and working closely with senior Administration officials, Congressional leaders, and project partners. Prior to this assignment, he served as the Director, Regional Business, South Atlantic Division, USACE. He provided executive strategic leadership and technical expertise for the Division which executes engineering, design, construction, and project management for civil works, military construction, International and Interagency Service and environmental programs for all or part of eight southeastern states, the Caribbean and South America, with a workload that exceeded $5 billion and managed by a workforce of 3500. 

Mr. Brown also served as the Chief of Planning and Policy Division in the Headquarters, HQUSACE Washington, D.C. from January 2009 until November 2017. He also served as the Leader of the Mississippi Valley Division and Southwestern Division Regional Integration Team in Headquarters. In this position, he served as the leader of the USACE-wide Planning Community of Practice and was responsible for the formulation and coordination of Army Civil Works policy with the Department of Army, Federal agencies, and Office of Management and Budget (OMB). Mr. Brown was also responsible for leading efforts in the development and implementation of Water Resources Development Acts and served as the principal Civil Works point of contact with congressional authorizing committees on policy and planning matters. He also served in this position in an acting capacity from November 2007 – May 2008.
